- Story method (intended): Progress through Bubbly Basin’s story until Popplio asks you to find Frillish in a concrete wall-cave at the back of the area.
Frillish will request help locating a lost doll; the Starmie Doll appears as a dropped Poke Ball underneath a stack of star-spotted rocks.
