A previously unseen PlayStation-in-a-controller prototype known as the PlayStation PUGA has been publicly revealed by former Sony and DMA Design developer Brian 'Biscuit' Watson at an event hosted by The Retro Collective museum in the UK.

The prototype, shown to the public and reported by GamesRadar, was a self-contained controller with a built-in PlayStation (PS1) experience intended specifically for the Brazilian market.

Watson described the device as essentially a PlayStation controller with a PS1 inside.

According to his presentation, the prototype shipped with ten pre-loaded PS1 titles and was powered by a TI-OMAP 3530 system-on-a-chip with an ARM CPU.

The unit ran on four AA batteries and connected to televisions via a composite cable, making it similar in form and function to the plug-and-play micro-consoles released by companies such as Atari, Capcom and Namco in the 2010s.

Watson explained that the hardware was designed for Brazil because import restrictions at the time made conventional console distribution difficult, meaning consumers often relied on grey market or local hardware alternatives.

He said the PlayStation PUGA was developed as a localized solution that could bypass those barriers by offering a single, battery-powered controller that output to existing TVs.

On why the product never reached consumers, Watson stated that the project was halted due to licensing issues within Sony.

He said Sony's licensing team did not finalize royalty agreements for the included games, and as a result the device could not be released.

Watson added that the experience was significant enough that he considered leaving Sony over the decision.

Brian 'Biscuit' Watson is an industry veteran with over 40 years in game development and has credits on titles including Lemmings, Turok 2: Seeds of Evil, Shadow Man, Re-Volt and Medal of Honor: Rising Sun.

The PlayStation PUGA adds to a list of notable unreleased hardware concepts that surface from legacy platform makers, providing context for how companies explored region-specific solutions prior to the modern era of digital distribution and storefronts such as the Nintendo eShop and hybrid hardware like the Nintendo Switch.

The prototype on display is reportedly non-functional today, but the reveal at The Retro Collective offers a rare documented glimpse into Sony's experimental hardware work and the commercial and licensing forces that influence whether such devices reach market.
